Connecting cash registers to ANAF - what data will be transmitted

The connection of cash registers to ANAF, a procedure officially started on March 31, 2021, is carried out by taxpayer category and is to be completed at the end of November 2021.

The Ministry of Public Finance and ANAF have made efforts so that the digital project aimed at connecting the fiscal marking machines to the IT system will be finalized this year.

REMINDER – deadlines for connecting cash registers to ANAF

In the implementation calendar, there are two main deadlines that must be met this year:

– until June 30, 2021, economic operators classified as large taxpayers;

– until November 30, 2021, economic operators in the category of medium and small taxpayers.

By way of exception, companies that use electronic fiscal marking devices installed in areas not served by electronic communication networks have the obligation to complete and submit the Declaration on personal responsibility by which the user mentions that the marking device will work in offline mode, signed by the legal representative of the economic operator, in compliance with the following terms:

a) economic operators included in the category of large taxpayers, until 30.06.2021;

b) economic operators in the category of medium and small taxpayers, until 30.11.2021;

Attention!

Failure to comply with the deadline for connecting the cash registers to the MF-ANAF computer system is sanctioned with a fine from 8,000 to 10,000 lei.

The data to which ANAF will have access after connecting the cash registers

Many economic operators wonder what will happen after the process of connecting the cash registers and what internal data will be transmitted to the Tax Office.

The novelty in this situation is not necessarily the data, but the way in which it will be digitally transmitted and managed. Practically, ANAF will easily report any malfunctions regarding the files transmitted from the electronic tax cash registers to the IT system. The institution recently announced that it will inform taxpayers every month, through the SPV, about such anomalies.

"The whole connection process helps taxpayers by automating the exchange of data and eliminating the need to file certain specific returns each month. Our specialists provide all the necessary support for initiating the procedure for connecting fiscal electronic cash registers.", Alexandru Nazare, the Minister of Public Finance, recently wrote on Facebook.

Until the connection was made, the data recorded by the fiscal apparatus were transmitted by the economic operator (holder of the AMEF) by submitting the A4200 statement until the 20th of the month following the reporting month.

However, after connecting the cash register to the IT system, these data will be automatically transmitted by the machine after generating the daily closing Z report, without the need to submit the A4200 declaration in this situation. Therefore, the internal data related to tax receipts (value, applied VAT rate, order number, etc.), but also the brand, the series of the cash register and the order number of the Z report will reach ANAF daily, not monthly, as it was done until now.

These are not the only data that ANAF will have access to after connecting the cash registers. Along with the main information, certain discounts applied to products or services, the cancellation of certain operations due to errors and others of this type will also be automatically transmitted. In other words, the National Agency for Tax Administration will automatically receive all the summary of tax receipts issued in one day.

How can companies ensure that devices transmit data to ANAF

Economic operators can check, through the Virtual Private Space service, possible messages that the computer system can transmit, regarding malfunctions in the transmission of files from AMEF to the computer system, according to the provisions of art. 2 para. (2) from OpANAF no. 435/2021.

Along with the SAF-T, desk-audit and electronic invoice systems, the connection of cash registers to ANAF is included in the package dedicated to massive data collection. This measure aims to improve control activity, reduce tax evasion, especially in the field of retail trade, and increase VAT receipts. The state believes that it will have a clearer situation regarding the sales of goods and services, but also on the payment of taxes with the new pillar placed in the digitalization process of the Treasury.
